Neighborhood Development Plan

 Revised Hawkhurst Neighbourhood Development Plan.

The Council meeting 11th March 2019 agreed to unanimously adopt the Hawkhurst Neighbourhood Development Plan 2019 as set out below and seek Tunbridge Wells Borough Council to adopt (Made) it.

As part of the annual update we are seeking people’s views on the draft revised Hawkhurst Neighbourhood Development Plan September 2018.

The revisions are relatively minor, see list of revisions below:

47 Lighting Reference to High Weald AONB Dark Skies pilot added.
47 Resource Efficiency Reference to grey water storage added.
47 Colour & Context New paragraphs added.
49 paragraph 5 Reference to flat roofs being avoided added.
57 paragraph 9.4 Reference to roundabout concept design removed, as this is no longer an option.
57 paragraph 9.6 Paragraph outlining roundabout concept design and test proposed deleted, as tests demonstrated the concept would not be feasible so this is no longer an option.
64 map & paragraph 10.8 Reference to All Saints Church as the preferred location for the new community hall removed, as this is no longer an option. Paragraphs 10.9 onwards have been renumbered.
64 paragraph 10.6 Reference to importance of parking added.

A final draft Hawkhurst Neighbourhood Plan 2018 report will go to Hawkhurst Parish Council meeting on 11th February 2019 for approval and then on to Tunbridge Wells Borough Council for adoption.

On March 26th 2018, after receiving 91% support at Referendum and following TWBC Cabinet Recommendation, The Full Council of Tunbridge Wells Borough Council voted that Hawkhurst Neighbourhood Development Plan (HNDP) should be Made. It is therefore now fully in force.

Hawkhurst Referendum Result of Poll 08.02.18

Following receipt of the examiner’s report, Hawkhurst Parish Council has been working with TWBC to agree a new Submission Version of the Hawkhurst Neighbourhood Plan under Regulation 17a. This has been accepted by Cabinet at TWBC and has been to public consultation commencing July 21st 2017 and ending September 4th 2017.

Tunbridge Wells Borough Council is  satisfied that the plan, as amended, (i) meets the basic conditions (as set out in Schedule 4B to the Town & Country planning Act 1990); and (ii) is compatible with the Convention rights (within the meaning of the Human Rights act 1998); and (iii) complies with the provision concerning Neighbourhood Development Plans made by or under Sections 38A and 38B of the Planning and Compulsory Purchase Act 2004, and can now proceed to a referendum.

Hawkhurst Housing Needs Assessment report 2017

Tunbridge Wells Borough Council has now completed the Regulation 16 Consultation stage. TWBC has appointed a qualified examiner and has submitted the required documentation to her. The examiner’s report is now awaited (18.10.2016).
